中国改革开放以来，通过借鉴国外成功模式并结合中国国情，从中央政府到地方政府，系统性地推动经济技术开发区、高新技术开发区以及各类产业功能聚集型园区的开发建设，以促进各地方特色产业集聚、产业升级、拉动大规模就业、增加GDP、创造持续税收并加快城市化进程。笔者在中国从事产业园区的开发运营有20年，深刻认识到中国产业园区开发对地方经济发展的重要作用。

本文将基于中国产业园区的发展经验，以及笔者个人从业经历，依托传统产业集群理论和新兴产业创新理论等工具，深入分析中国产业园区发展模式、典型案例以及对产业集群形成的作用机制，探讨产业园区取得成功的关键要素，并创建适用于中国产业园区发展的模型体系。期望这一研究成果能够为各界了解中国产业园区发展经验，为中国地方政府和园区发展商实现科学决策、理性投资和专业化运营，以成功实现产业园区可持续发展有所助益。

Since the reform and opening-up policy, China has systematically promoted the development and construction of economic and technological development zones, high-tech industrial development zones, and various types of industry-focused functional parks by drawing on successful international models and integrating them with China’s context. This has been carried out from the central government to local governments to foster the clustering of regional industries, facilitate industrial upgrading, drive large-scale employment, increase GDP, generate continuous tax revenue, and accelerate urbanization. These efforts have been pivotal in transforming local economies and enhancing China’s competitive advantage in the global market. The author, with 20 years of experience in the development and operation of industrial parks in China, has a deep understanding of the significant role that industrial park development plays in local economic growth. This extensive experience offers valuable insights into the intricate dynamics of planning, managing, and optimizing industrial parks to maximize their economic impact.

This paper will be based on the development experience of Chinese industrial parks and the author’s professional background, employing tools such as traditional industrial cluster theory and emerging industry innovation theory. It will conduct an in-depth analysis of the development model of Chinese industrial parks and their mechanisms in forming industry clusters, explore the key factors contributing to the success of industrial parks, and establish a model system applicable to the development of industrial parks in China. The goal is to provide insights that help stakeholders understand the development experience of Chinese industrial parks, enabling local governments and park developers to make informed decisions, undertake rational investments, and implement professional operations to achieve sustainable development of industrial parks. Additionally, this analysis aims to offer a framework for identifying potential challenges and opportunities in the evolving landscape of industrial development.
